UN Country Team

The United Nations Country Team (UNCT) is a Board of Heads of all UN entities working in the country.  It carries out operational activities for development, emergency, recovery and transition in programme countries.

Main objectives of UNCT are strategic analysis and planning, oversight of the UN country programming cycle, representation of and support of UN Secretariat and UN agencies, support to national coordination systems and processes, development and management of shared operational support services, crisis management preparedness and response, external communication and advocacy, Human Rights and Development, joint resource mobilization and fund management, general UNCT oversight and coordination.

UNCT is led by UN Resident Coordinator.

The Resident Coordinator (RC) system encompasses all organizations of the United Nations system dealing with operational activities for development, regardless of their formal presence in the country. The RC system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level.

Resident Coordinators, who are funded and managed by UNDP, lead UN country teams in more than 130 countries and are the designated representatives of the Secretary-General for development operations. Working closely with national governments, Resident Coordinators and country teams advocate the interests and mandates of the UN system while drawing on the support and guidance of the entire UN family.

Coordinating development operations promotes more strategic support for national plans and priorities, makes operations more efficient and reduces transaction costs for governments. This helps the UN to be a more relevant and reliable partner for governments.

Mr. Ozonnia Ojiello has assumed his new position as UN Resident Coordinator and UNDP Resident Representative to the Kyrgyz Republic on 8 January 2018. Whenever UNRC a.i is absent, another member of UN Country Team serves as UNRC a.i., according to internal regulations.


To coordinate the work of the UN system at the country level UN Resident Coordinator and UN Country Team has a designated team, Resident Coordinator’s Office (RCO), to support these roles and demands.
