Open data goes mobile

Recently we wrote about the official mobile application of the National Statistics Committee of the Kyrgyz Republic and stated that “the creation of mobile application with statistical data will be one of the first steps towards the implementation of the concept of open data in Kyrgyzstan, and the National Statistical Committee of the Kyrgyz Republic will be a pioneer in implementing that concept in a form of a mobile application.” The mobile application has been used by population for almost 5 months since its successful launch at the end of year 2015. As you may know, the current version of the application provides functionality limited to simple browsing of the selected Green Growth indicators across different categories. Nevertheless, almost 1,000 people downloaded the application and some of them shared their ideas on its usability, functionality and content: even if the application is rated 5.0 on Google Play, it still lacks some popular statistical data and functionality.

Earlier, UNDP in the Kyrgyz Republic has invited all interested sides to participate in the further improvement of the mobile application. And now we are happy to announce that efforts to improve not only the application, but also the official NSC web-site are in place today together with the National Statistics Committee, United Nations Country Team, United Nations Development Programme, and United Nations Population Fund (UNFPA) thanks to the UNDAF Design Innovation facility that awarded seen funding to UNCT of the Kyrgyz Republic to further develop and improve the official mobile application and web-site of the National Statistics Committee of the Kyrgyz Republic.

The Kyrgyz Republic is about to adapt and accept the Sustainable Development Goals and the Governmental agencies are already working on adaptation of the SDGs. Currently, Kyrgyzstan lacks instant availability, openness and usability of free statistical data on socio-economic, environmental, food security, political and other situation in the county. In order to prepare for the new UNDAF in line with the SDGs, UNCT Kyrgyzstan has to prepare good baseline data disaggregated by sex and other factors.

In order to address the issue described above, the team of national experts started working to develop the mobile application and Open Data website of the National Statistics Committee to reflect Sustainable Development Agenda (17 goals and 169 targets); in addition, it would be linked to the UNDAF indicators. The mobile application will also be modified to increase the analytical ability (comparison of analytical indicators to increase effectiveness of statistical data analysis during the UNDAF development process). This will help establishing solid SDGs baseline, inform UNDAF decision-making, analysis and strengthen accountability through integrated UNDAF monitoring and evaluation. Thus, the final goal of mobile application and web-site update is not only improvement of the functionality such as possibility to search and filter data, compare different indicators and so on, but also provision of solid ground for well-though decision making for the Government of the Kyrgyz Republic, ministries, UN agencies, and decisions makers.
